Frollo looks old. That’s the easiest way to put it. He is very wrinkled from years of enduring the tiresome career of working in the Palace of Justice, and has very pale, chalky white skin from staying indoors for as long as possible. He wears long, purple robes, to show his high status, and a purple tri-cornered hat with a red sash. His hair is a very light gray, and he also wears several large rings on both hands.

Personality:
Frollo is a very reserved, unsocial individual. He likes to keep to himself, and regards the people of Paris as “the common, vulgar, weak, licentious crowd,” which reveals his general “holier than thou” attitude. He’s very religious, and has been known to toss a Biblical quote into his sentences every now and then. It’s fairly safe to say that he hates both the sinner and the sin when it comes to the rest of Paris. It’s also obvious that he’s very stressful, but firm and calm when it comes to most situations. He has an obsessive side, however, that tends to make him lose his sense of self control. He’s very cruel, yet also very clever, which can often be a deadly combination..,

Frollo was born in Paris to a well-off family, and was raised to be very religious, and that his career would have to be involved with the church in some way. He grew up alongside his selfish brother Jehan, who was always causing some sort of trouble for Frollo and borrowing money without ever returning it. But Frollo cared very dearly for his brother, and always, though a bit begrudgingly, helped him out when he’d dug himself into a hole. Interestingly enough, Frollo’s parents seemed to favor Jehan as well, which may have explained part of Frollo’s personality.
He eventually became a judge, and pretty much the ruler of the Palace of Justice. Of course, with Frollo in charge, it became more like the Palace of Injustice, at least as far as the darker population of Paris was concerned. Frollo hated the gypsies with a passion after being tricked by one as a youth. He sought out to purge the city completely from the “vermin,” and instilled a great deal of fear in the city’s people of them. However, one night after he had killed a gypsy mother who he’d been thinking was hiding stolen goods, he discovered that she’d been hiding a baby instead. And for good reason. The child was hideous and deformed, and Frollo decided to throw “the unholy demon” into a well. But just as he was about to, he was stopped by the church’s priest, who guilted Frollo into raising the child in the church belltower.
Frollo raised the child, naming him Quasimodo, which means “half-formed,” and taught him to fear and hate gypsies. He could not, however, make the child fear the outside world, and as a result, Quasimodo left the belltower one day to explore the Festival of Fools on the ground below. The hunchback was crowned “the king of fools,” which led to a riot in the crowd and a gypsy woman named Esmeralda coming to his aid. Frollo sent his guards to arrest the gypsy woman, eventually leading to the entire city of Paris nearly being burned down in an attempt to find the woman. Frollo had found a fatal attraction in the gypsy, and longed to either kill the object of his desires, or make her his.
Unfortunately, his captain of the guard, Phoebus de Chateaupers, and Quasimodo had each been helping Esmeralda. After finding the Court of Miracles and sentencing all the gypsies to death, Frollo was defeated by Phoebus’ rallying of the people to attack his guards, and Quasimodo fighting him on top of Notre Dame. As he slipped off the side of the building, Frollo knew that he would die the moment he hit the molten lead on the ground below, but as he braced for impact, he was surprised to find that the moment he hit the ground, there was no burning pain that he’d been expecting. Aside from the fact that his head was killing him, the judge was perfectly fine. Somehow, he’d managed to wind up in a whole other world, with no idea where he is or how he got there…

Vulgar, corruption…everywhere, Frollo narrowed his eyes, eying each object and person in sight with an air of vehemence and superiority. That woman was exposing her ankles…that man was speaking lewdly to a lady…that animal was disrespecting its master…and that woman… that woman, was wearing perhaps the most inappropriate attire the judge had ever witnessed. La Esmeralda was a saint in comparison to the heathen before him.
And apparently, she had caught him staring. Looking at the old man with disgust, the native female gave some sort of motion with the finger in the middle of her palm, making a disgusted sound as she walked off. Frollo looked after the woman’s swaying hips with disgust and irritation. Vixens such as this only invoked the lowest instincts in people, perhaps even judges such as himself…
Shaking his head fervently, Frollo left the area with an upturned nose and a haughty attitude. Worse than gypsies, these people were.
